Discharge of Downspouts and Pumps

Roof drains, gutters, downspouts and sump pumps shall not be discharged in a location that does not provide at least five feet of pervious surface between the point of discharge and any property line or in any manner or location that results in standing water or the formation of ice of any thickness on sidewalks, public alleys or the paved portion of the roadway within the public right- of- way.

Section 304.7 of the 2009 International Property Maintenance Code:

The roof and flashing shall be sound, tight and not have defects that admit rain. Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. Roof drains, gutters and downspouts shall be maintained in good repair and free from obstructions.  Roof drains, gutters, downspouts and sump pumps shall not be discharged in a location which does not provide at least five feet of pervious surface between the point of discharge and any property line or in any manner and in any location that results in standing water or formation of ice of any thickness on sidewalks, public alleys or the paved portion of the roadway within the public right-of-way
