Heat Requirements
Section PM- 602.2 of the 2009 Property Maintenance Code
Dwellings shall be provided with heating facilities capable of maintaining a room temperature of 68°F (20°C) in all habitable rooms, bathrooms and toilet rooms based on the winter outdoor design temperature for the locality indicated in Appendix D of the plumbing code.
Section PM- 602. 3 of the 2009 Property Maintenance Code
Every owner and operator of any building who rents, leases or lets one or more dwelling unit, rooming unit, dormitory or guestroom on terms, either expressed or implied, to furnish heat to the occupants thereof shall supply sufficient heat to maintain a temperature of not less than 68°F (20°C) during the hours between 6:30 a.m. and 10:30 p.m. of each day and not less than 65 degrees F. during other hours.
Dumpster Requirements
Chapter 3, Section PM-303.10 of the 2009 International Property Maintenance Code:
Outside Storage: The storage of the following items is hereby prohibited unless said items are located within a properly erected and maintained structure which is intended for such storage: unlicensed or unregistered vehicles, dismantled vehicles, car parts, truck parts, tires, landscape materials, gardening materials, building materials, ladders, boats, canoes, crates, boxes, barrels, furniture, carpeting, carpet padding, appliances, garbage, refuse, rubbish, cans, bottles, paper, cardboard, unattended compost, compost which obnoxious odors emanate and similar types of materials.

All exterior property and premises shall be free from any accumulation of rubbish or garbage. (Rubbish is defined as combustible and noncombustible waste materials, except garbage; the term shall include the residue from the burning of wood, coal, coke and other combustible materials, paper, rags, cartons, boxes, wood, excelsior, rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter, glass, crockery and dust and other similar materials.)

Accumulation of rubbish or garbage. All exterior property and premises, and the interior of every structure, shall be free from any accumulation of rubbish or garbage.
Section 8.16.090.C of the North Riverside Municipal Code
Containers for the storage of refuse or garbage shall be kept covered at all times.
Section 8.16.020.B of the North Riverside Municipal Code
All commercial and industrial establishments and all apartments or other buildings occupied by three or more family units shall remove or cause to be removed all waste at least twice each seven days, or more often if necessary, to protect the health and safety of the inhabitants of the village.

C. Containers for the storage of refuse or garbage shall be kept covered at all times. The owner of every apartment building, hotel, rooming house or multiple-family dwelling of any kind shall provide the following type of garbage container and garbage collection service for each family residing in the premises:
